In the 1870s, the United States Internal Revenue Service issued special tax stamps to regulate and document businesses engaged in the sale and distribution of tobacco products following the Civil War revenue reforms.

Federal taxation of cigars and tobacco became a major source of government income during Reconstruction, with peddlers and manufacturers required to purchase and display official tax stamps as proof of compliance. These engraved certificates functioned as both fiscal instruments and regulatory controls, recording the class of business and period covered under federal law.

This large-format example, measuring 15 x 7 inches, is issued to a 2nd Class Peddler and features ornate engraved borders, allegorical imagery, serial numbering, and an embossed red revenue seal. The multi-panel stub section at left reflects its administrative use and accounting structure, while the central vignette and bold denomination convey its formal authority. Surviving intact examples of this size with clear printing and original structure are increasingly scarce within revenue and tobacco ephemera collecting fields.
